The World Bank is seeking applicants for the following position:

Financial Management Specialist for Central Asia

The World Bank in Central Asia is looking for a Financial Management Specialist (FMS). This is a three-year LOCAL term position, which is to be based in one of the following country offices: Almaty in Kazakhstan, Bishkek in Kyrgyz Republic, Dushanbe in Tajikistan, or Tashkent in Uzbekistan. The FMS would be a member of the World Bank’s Europe and Central Asia Financial Management (ECAFM) group and would be expected to work on programs in Central Asian countries, including Kazakhstan, Kyrgyz Republic, Tajikistan, and Uzbekistan.

Key Responsibilities: The FMS is responsible for assessing a borrower’s financial management capacity and its ability to manage the resources made available through Bank financed investment projects. He/she will monitor project financial management arrangements, including reviewing project financial reports and financial statements, overseeing the selection and engagement of auditors, and performing regular financial management supervision. He/she will provide guidance and advice to borrowers and Bank staff on financial management matters, including capacity development in the public and the private sectors. Working with other World Bank colleagues, he/she will play a key role in carrying out diagnostic work in the field of public and private sector financial management, formulating policy recommendations, and working with country authorities to implement agreed reforms.

Selection Criteria: Professionally qualified accountant (CPA, CA, ACCA, etc.) with a university degree in a relevant discipline, and should have at least 5 years of relevant work experience in financial management. Candidates without a formal professional qualification will be considered for if they have an Advanced Degree in a relevant discipline and have strong experience in financial management in the public sector. Superior knowledge of international accounting and auditing standards in the public and private sectors. Proven ability to review, analyze and evaluate financial statements and reports in diverse sectors and country circumstances. Demonstrated capacity to work as a member of a multidisciplinary team, proven ability to communicate effectively verbally and in writing, and superior negotiation skills. Applicants should have a strong command of the English and Russian languages. Candidates should have a willingness to travel frequently within and outside Central Asia.
